downloading legality?

It's obvious that downloading movies is illegal. My question comes to downloading tv.
Is it illegal to download tv shows?
If so, why? Isn't it the same as recording the show at home on a dvr? Just interested in people's opinions and why.
I think that it is OK to download tv shows, however I think that it could likely get you into trouble if someone wanted to get you.
