911 feature not completely reliable

My cell phone rings...Unknown ID..I answer it is a staff member at 911 informing me that I had made an incomplete 911 call... He then proceeded to call out my cell number..I replied that I haven't made the call...Is this your number?, he askes...he proceeds to read out my number once again...so I said, 'I have NOT made a 911 call....and I am calling the police." and ended the call. I'm thinking this has to be a prank call.
Then my cell phone rings ...Blocked ID...I answer, the caller identifies himself as Constable _____ of _____ Detachment.
I ask him how I can confirm that he is who he says he is? I ask for a number to call him back. I then call the number...and it is the detachment.
In our earlier conversation the constable was a tad annoyed that I wasn't immediately forthcoming with my personal information. Well until I could in some measure confirm who he said he was I wasn't about to give him my personal information over the telephone to a voice...and felt well within my rights in doing so.
Apparently though my cell number showed on the incomplete 911 call!
The only reasonable explanation we (the constable and myself) could conclude is that when my mother called me this morning (ironically from that particular detachment area)that the signals at the tower were crossed!
