May be the dumbest Tech question ever ... but I want to know ...

Ok, just so you know I am self taught in all things computer, although I do have a son who is very helpful with my questions. I could ask him this, but answers here seems to be quick, and there are often several opinions and suggestions to learn from.
We are definitely among the "last of the Mohicans" ... our internet is still on dial-up and we have what I call PVTV ... or peasant view (two channels received with rabbit ears) ... different to Farmer vision which receives the full three channels (noted I am not including the French channel only because none of us speak French).
It seems that as time goes by both the dial-up, and television airwaves are getting poorer and poorer (I do realize that in 2009 HD comes in) ... more and more dial-up gets disconnected as I am working on-line especially if someone is trying to phone (I have been told that if I disconnect the call-waiting this would not happen, but it defeats the purpose of the caller being able to use the call-answer when someone is on the phone or computer). It takes me about 15 minutes to download every MB in an email and emails tend to be getting bigger and bigger as time goes by. So of course high-speed internet and satellite TV are on my wish list, but I want to get either or both for the most reasonable set up and monthly payment as possible.
I often hear of people say that they have watched a television program on line ... is it possible to received your TV programs through high-speed internet? Is it possible to connect this to a television? What I would really like is to received CKX and CKY maybe CKND in really good quality. I feel kind of dumb asking such a question, but hey, if I don't ask I won't learn. If it is not possible, what is the most reasonable service there is for both. Thanks in advance for any help.
