Opinions on giving a cell phone as a gift

A commercial from a cell phone company just came on TV. In it they're promoting the idea of "Giving the gift of a smartphone" this Christmas.
I'm curious what peoples' thoughts are in general of giving (or receiving) a cell phone or smart phone as a gift for Christmas.
If you were on the receiving end, is your first impression:
- favorable that someone has taken care of the up-front cost for you and given you a new piece of technology
- not so favorable that someone has committed you to sign with a certain provider for a certain amount of time?
And for anyone that's done this or looked into it, can you shed some light on what types of things have to be signed when you purchase a phone as a gift for someone else? How much do you have to commit to vs how much does the recipient have to commit to after receiving the gift? Are there out clauses if the person decides they do not want/need the gift?
