The best locally purchased external speakers?

Buying external speakers for a notebook, laptop or desktop is confusing.
I'm looking for something other than the $20 set I'm using right now which are ho-hum.
Looking locally, I need to know what will be decent but not break the bank.
Any suggestions on where to go and what to buy for a reasonable price?
