laptop cord charger - cheap buys or repairs!

My laptop cord charger was slightly cut for unknown reason. Its just the cord that connects from the adaptor to the laptop, except that, everything is working fine. Have the laptop for almost 2 years and I could say that it was "very well" use everyday.
tried putting together on a tape before and it was working but now it is already very loose.
Do you know any ideas where i can buy cheap reliable ones? or any repairs?
model: Compaq Presario V3000
warranty was due last year.
lastly, Any suggestion of a nice laptop?brand?model? my sister is planing to buy a new one.
