Should FB be +16 instead of +13?

A Middle School Principal in NJ has sent a letter to parents asking them to not only help ban using FB and Twitter in school, but at home as well. In his words he sees "no reason for a child to be connected to a social networking site. I repeat none." With cyber-bullying, sexting, and predators online, does this make sense? Is this reasonable?
