Computer problem-need help

Just wondering if someone could tell me. I am having a problem with my video card I think. I am running Vista home edition and recently upgraded to internet explorer 9, and this seems to be when the problems started. And no I cannot got back to IE8 as evertime i try to reinstall it my computer crashes. Anyways like I said its my video I am having trouble with. I can download and watch a movie just fine. (I am using GOM media player), but its when I try to stream something, the video gets very slow and choppy. Keep in mind it worked perfectly 3 months ago. And yes streaming was how I watched most of my TV shows. Also the ram was upraged to 2gig, and the video card is just the onboard one, and all drivers are up to date. Does anyone have any ideas?????
