Hotmail Account was Hacked!!

1 day, my significant other was trying to log on to her Hotmail, and she couldn't do it - kept saying that her password was invalid
It took a while to get her password changed again through Hotmail, so she could get in again
That is when she discovered that someone had hacked into her Hotmail account (and eBay too) and changed her password, and read the mail etc.
So she changed her password - but it keeps happening - almost every day, someone hacks her password, and changes it.
Hotmail gives a message that someone changed the password - and we looked up the IP address, and it was coming out of Nunavut
Anyway, how do we stop this? We have Norton 360 and I have run all the scans - and the hacking happens every day.
How do they do this - and how do we protect ourselves?
