Dell USA vs. CDN pricing! another gouge!

So, on everyone's advice, I did check with Dell on a budget-minded system. I found a Dell Inspiron (just the box) and chose the AMD Athlon Dual Core 4000+ upgrade.
In Canada it is $599 while in the USA it is $429.
Dell would only tell me that prices are "fixed" due to some constraints but they wouldn't tell me what those constraints are.
Assuming these systems all come from basically the same place and our dollar is on par, what gives?
I guess I'm ording from Dell USA and shipping to my friend's place in Nodak. Always a way around it but it's just dumb.
