Why won't my DVD movie play?

We have 2 DVD players (both Panasonic) - one is a standard player and the other is Blu-Ray. The manuals say the machines will play DVD's labelled as Region 1 or ALL.
Bought a DVD movie on-line that was advertised as Region 1 - when I insert the disc I get the message "incompatible disc" on either machine.
I contacted the seller who says the DVD is actually Region 0 - and it should play on any DVD player.
My questions are:
(1) Does Region 0 mean there is no coding on the disc and that's the reason my machines won't play the disc?
(2) Does Region 0 mean the same as Region ALL?
(3) The seller claims the disc should play on any DVD player - why am I getting the "incompatible disc" message?
