CIRA doesn't register domain names - you might say they administrate and govern the .ca registry. But no matter who you register a .ca with, your registration will be connected to CIRA.
As being one of those locals in the business of building websites, I can tell you I tried staying away from Godaddy, but if you stay firmly away from their up-sells before you check out (like hosting, email hosting, things to promote your site on search engines) you'll be great. Beyond that I stuck with them since I had to admit everything related to their core domain name registration services is great.
However, if you do want to stay away from them, www.rebel.ca seems pretty good dealing with them through clients, and their prices are on par. If any .ca or .com registration or renewal is priced above $19.99 stay away.
Register you domain and don't lose the administration logins - your designer will need them to help you out.
