It's a stupid bill anyway. The only reason it marginally works in Sask is because they're so far west they should be mountain standard time. Dickinson, ND, which if you draw a line straight north from there is just east of Estevan, is where the mountain time zone starts. The Black Hills, which are just west of that same line.
On the summer solstice, the sun sets in Winnipeg at 9:41PM, and 11 minutes later at 9:52PM here in Brandon. By August long the sun sets at 9:04PM in Winnipeg and 9:15PM here. So if we go to standard time year round, those times move up an hour. That means come August long weekend, the sun would set at 8:15PM. For comparison, on the summer solstice the sun sets at 9:15PM, and at 8:37PM on August long. Swift Current is 9:25PM and 8:48PM for those same dates.
People enjoy being outside in the summertime, there's lots of softball/baseball leagues, soccer leagues, golf leagues etc. etc. still running at that time. The sun setting at 8:15PM simply wouldn't allow enough time to finish those activities.
If we look at the end of April and start of May, when many outdoor activities begin, the sun currently sets around 8:50-9:00PM depending on the day. Moving that up an hour to 7:50-8:00PM means your kids sports events that start at 7:00PM have at absolute best an hour to finish up. Presuming perfectly clear skies as well! On a cloudy day who knows how much earlier it would get too dark to play outside.

It would be really tough to fit in a baseball, softball, football and many other outdoor activities in a 1 hour time frame of usable evening daylight. I play softball during the summer and even come August, we start fighting darkness with DST. And that's 7 innings.
