Is it right to distribute freebies with political party logos to school children?

Per the article below, Saint Boniface MP Shelly Glover is under a bit of fire for offering water bottles labelled with her name and the Conservative party logo to kids in French Immersion as a reward for learning a second language.
The division rejected the suggestion, citing policy that does not allow teaching aids that "promote specific parties or people."
Do you agree or disagree with this decision?
Would you feel differently if the bottles were printed with her name and a more generally Canadian image such as a maple leaf? Is there any other circumstance you can think of that would allow an MP to reward the students in a less partisan-looking way?
