When I moved to Brandon 3 years ago I saw an opportunity to open a private wine/liquor store. However, the NDP will not allow this.  
I asked Scott Smith in 2004 about being allowed (or not!!) to open a private wine/liquor store but he said amongst other things  
"I understand that when the previous government called for interest in the establishment of private wine stores in 1994 and again in 1998, there was little interest expressed from rural Manitoba. In particular, there was no interest from Brandon residents to establish a private wine store in their city."  
 
Hmm, I'd like a provincial Government that would allow private entrepreneurs to take the risk of opening a new business.
