Treaty Gas

On the outskirts of Winnipeg there is a sign "TREATY GAS 11.5 CENTS OFF"...the way we are getting gouged unlawfully at the pumps these days, i would love to take advantage of that deal. Can anyone get this gas??? Please advise !!!
