Apology Act

Yesterday in the MB legislature, an Apology Act recieved royal assent. Bill 202 allows health-care workers and other professionals to make an apology without it constituting an admission of legal liability.
Is this neccessary legislation , will it allow incompetant medical professionals to get off scott free or is neccessary to prevent frivolous laws suits, just wondering what peoples opinions are?
