There has been a lot of discussion about how society allows men to expose boobs but not women. Perhaps the Ontario law should have reflected that body parts typically considered sexual should be covered in public.
On a side note, although I have heard that Ontario law does not prohibit women from going topless, in the several times that I have been to Ontario, I have never seen one in Wal-mart or walking down the street or anywhere else for that matter. If it becomes mainstream for women to go topless in public, then their breasts will no longer be considered very sexual. No more sexual than legs or arms for example, which are commonly seen. I think that is one reason why pretty much all Ontario women prefer to keep the "girls" under wrap in public regardless of the law. Animals let it all hang out and make out in full view. But for them it is all about having babies and survival of their species. But for humans, sexual activity isn't just about making babies. For humans, it's primarily something special shared by two people, so it is meant to be private, as are their sexual body parts.
