Manitoba considering cell phone ban while driving

It sounds like our provincial government is giving some serious thought to banning talking on cell phones while driving:

Newfoundland already has such a ban, Quebec and Nova Scotia are on the way.
This actually came up locally a couple of years ago when councillor Doug Paterson raised the issue, but didn't get much further than some media attention.
What are peoples thoughts? Do we need this here?
On one side, one could make the case that it would make our roadways safer and reduce accidents. On the other, one might say it should be left to one's own disgression to decide whether they're endangering themselves and others.
