You have bought into the fear mongering that the Cons were dishing out. None of these substances are legal for kids to purchase or use, therefore they are ILLEGAL for them. As a parent, you should sit your child down and warn them of the dangers of many of life's choices and help them to make informed decisions.
That is your responsibility, not the governments.
As for legalization. It wont happen quick, if it happens at all. But, it is about time that we stop making criminals out of otherwise law abiding citizens.
