Guaranteed Income

If the governments were serious about poverty and guaranteeing people a living wage, why do people pay income tax if they are below the poverty level?
For example, and I'm just making up numbers, presume the poverty level is at $20,000, and the basic personal exemptions start at $10,000. Why is the basic personal exemption not started at $20,000, the poverty level?
I have a problem with a guaranteed income. I do believe that people need a living income. However, I see the guaranteed income as welfare. "Why should I work a minimum wage job and make almost $23,000 ($11/hr X 40 hours/week X 52 weeks) when I can do nothing and get $20,000?" There are enough people already doing nothing living off of the taxpayer when they should be working.
