Please don't make comments about the Manitoba hydro bidding process. They are not required to accept the lowest bid as they will need quality contractors. They are providing a highly reliable service with over 99% availability. You don't get results like that when you hire Tim the tool man to install the 500kV DC line across half of the province.
Bidding processes for important services do not follow the engineering code of ethics for good reason. You are bidding for quality work and that isn't always offered by the lowest bidder.
As for your comment about cost, tell me how much a car is going to cost? 1,000 or 10,000 or 25,000? Oh you don't know right away? Well what if I asked how much for a new Toyota Camry SE from Murrays with standard features? Oh now you can give a realistic price? Bipole III at that point was a concept, the kept engineering and got more realistic costs. All estimates are wrong, you have to spend time and money to get accurate estimates.
In general it shows how little the typical voter knows about infrastructure projects and just assumes people are frivolously spending. You are paying for quality skills and talents and reliability and not to mention safety.
