Is My Daughter Not Worthy?

I recently visited my doctor to ask about the Gardasil vaccination for girls age 9-26. My doctor stressed how important this vaccination is and strongly recommended it. For information about this vaccination please visit this link
http://www.gardasil.ca/en/index.cfm
This year Manitoba Health started giving this vaccine to all girls in grade 6 in the Brandon School Division (and possibly other divisions as well). Here's the thing...my daughter is in grade 7 so she has missed the vaccine. My doctor informed me that the shot has a pretty hefty price tag of $400.00 when done on your own. Does it not seem dicriminatory and unfair that because my daughter is one year older than the "cut off" that she doesn't get the same treatment and health benefits of those girls one year younger?
If Manitoba Health feels it necessary to vaccinate young girls to prevent such illnesses as cervical cancer, vaginal and vulvar cancers, abnormal and precancerous cervical vulvar and vaginal lesions, genital warts, and other diseases associated with HPV (Human Papillomavirus), then shouldn't all girls have this same benefit?
It is my position that all girls in the Brandon School Division not be discriminated against and receive this potentially life saving vaccination and not be turned away because they are one or more years older than their classmates who are fortunate enough to be receiving the Gardasil vaccination as part of the school "curriculum".
Any thoughts?
