It's not the job of employees to try and organize owners, and as for favortism it happens every where, and if leadership is so bad the business likely won't have much of a futrue.  
Now time for my favorite line in situations like this, "Hummerduck, I think you would much happier working somewhere else". If this comment is made by the owner, or even coworkers, it is a very polite way of saying this isn't working out for them as well. It is not the job of an employee to change a business, unless they have been hired to do so.

I read lots of posters on Ebrandon talk about their inability to find a job in Brandon. I think perhaps you should consider yourself lucky that you have employment to begin with. If not, maybe give up your position and leave a job opening for others.

When children are bullied and harassed by other children or even adults they are encouraged to tell someone. To do something about it, to stand up for themselves.  
But when an adult is bullied and harassed everyone just tells them to suck it up and carry on? That the problem is them, and not the person harassing/bullying?

If it's every man for himself then stand up to your bully.  
 
No job is perfect and every where you work you will find things that need improvement.

It all depends on what the actual situation is. We don't know the whole story and even if the OP tells us his side of the story it is only one side and his perspective.  
 
It all depends on the OP's definition of bullying. I have worked at many jobs where the boss is a dick but is that bullying?. Is the OP being overly sensitive? I have managed others usually those complaining about bullying are the ones who are majority of the time the main issue.  
 
That being said I have been that employee who works for a boss who is a jerk. Eventually when they can't keep employees they might look at what is wrong? Or maybe not. It is just sometimes someone's personality

Labour board deals with employment standards act and is only going to intervene in the event of an error in pay or rules regarding hours or a health and safety issue.  
 
The human rights commission could help you but they deal with harassment based on discrimination. Is the bullying based on a form of discrimination (race, religion, sexual orientation,etc)?  
 
Problem is that if you cause trouble for them, they are likely to find a way to get rid of you anyway if they are crappy owners... damned if you do, damned if you don't type of situation. I wish you luck.

Considering that your job is at a fast food type place as you posted the location on a different discussion, I would seriously just find another job. Then call in your complaint because I also imagine they can just cut your hours etc until they push you out
