farmers on the highway

I'm just wondering if farm machinery is insured to be on the highway.I travel to Brandon every day and see people driving or towing equipment on or along the highway,but never see a plate on any of them.oh and very few lights.They always mess up the traffic,because they seem to do it at the busiest times of day.Curious to know if they are insured and don't they need lights and have to display a plate.Can anyone answer this for me.
