Dry skin on hands

This guys's hands are so dry. So, that they are peeling and bleeding. I think it's cheap soap and hand cream, he says no way.
I said see a Dr. he asks why. So then I googled, and bought more expensive hand cream. He said it hurts too much and won't use it.
The stuff he will use is Nexcare skin crack care by 3M. Just on the bleeding open cracks!
Suggestions, please?
