Why no Bottle Depots in Brandon?

I understand that this town puts in enormous amounts of efforts/money into it's recycling program (IE blue bins, the new recycle bins at homes etc), but what I don't understand is why it has not adopted the same program that I see in the west (Calgary etc)... Bottle Depots! And I don't just mean beer bottles that we are able to get cash for here, in Calgary you get cash for each can, juice box/bag, milk jug, pop bottle etc! Giving recidents the ability to return their recycle for cash! (10 cents for cans, 25 for larger bottles etc).
I lived in a small town outside of Calgary, and once a month (sometimes sooner if it built up hehe) we would all get together, spend about a half hour sorting out our recycle, and then head down to the depot, usually bringing in about $80-$100 a month from a house of 4 people.
The amount of cans/bottles etc I see get thrown into the trash at friends homes, and public places is crazy! I know there are the blue bins/new recycle dumpsters brandon now has, but for people living in apartments and such, I notice they don't put effort into it, as it's a little more time consuming if you dont have a seperate recycle dumpster.
It's a good way to get extra cash when you are on those last few poor days before pay day, creates a few new jobs, and promotes a greener city!!! Plus less tax money going towards recycle programs!
Sorry, my curiousity has gotten the best of me and I'm just wondering why we don't see these Bottle Depots popping up in Manitoba!
