Who makes the call on updating road reports

I was just wondering who makes the reports to update the highways conditions on the internet? I was just coming home tonight from Winnipeg and between Portage and Winnipeg the roads would be fine and the next second it was sheer ice. Everyonen was going about 35 kms. It was not good. I am really glad that I went through it in the daytime. There was even a RCMP officer sitting in his vehicle on hwy #1 I am thinking to get people to slow down and I seen tracks in the ditch. Checked the hwy website and it was not updated until 10:30 p.m. This was at 8:00 when I went through it. Just curious.
