Winter Roads in Manitoba

With Winter around the corner, I was wondering if anyone can help me with a re-occurring winter problem. We are rural and sometimes have difficulties reaching the highways. I have just learned that 1 of our 2 access roads is probably going to be closed for the winter. If the remaining access road is not cleared regularly, we are rather stuck. As tax payers do we have the right to expect clear access? or is this an unreasonable expectation, given our winter conditions? We have children that use the school bus and we are aware that the closure of the one access road has been an issue for the school bus also. Interested to hear any advice on this subject, Thanks!
