I am contiplating upgrading my phone, however I don’t want to loose my plan,which leaves me with 2 options, either buy a new phone outright or a used one, my question is if I were to purchase used how am I sure the phone is unlocked or in good condition, as well I see phones for sale that were purchased and never used,what’s the logic in that? Any suggestions would be appreciated!

You can buy reconditioned phones with warranty off Amazon. I just bought a 32GB iPhone 6S for my daughter for Christmas off there for $140. Way less than people are asking on buy and sell sites from what I have seen. My son also bought a 64GB iPhone 6S for $180 off Amazon. Perfectly fine if you are ok with not having the latest model. That’s the way I will be going in future because if I upgrade, I will have to go with one of the new unlimited plans and my shared bill with my daughter will go from $125 a month to $200. Not happening!

Talk to your provider to see what plans are out there now. Our new plan ended up being cheaper than what we were on.

I am in the same boat. My plan is still through MTS (not Bell) and is far cheaper with more included. I really don't care about a fancy phone or iPhone so have just purchased new phones with warranty through Staples. (Samsung). If you want an iPhone the Amazon suggestion sounds good above.

And our bill is actually 5 bucks cheaper, 2 gbs more and two new iPhone XR’s .  
We have four lines on our bill.  
We felt this was a great deal with Rogers.

I have a share everything plan with Rogers, with two other people on my plan. They are eligible for free phone upgrades. So, I started looking into it. To start with, I have to upgrade my plan, and the cheapest option is $15 more a month. Plus the other two phones would be another $5 each. I guess that takes care of the "free phone" upgrades.  
 
If I were to buy phones outright, they cost around $800 and more. 10" tablets, with cellular, cost about $500. Makes a person wonder if there is price fixing for phones.
