Cell phone ban while driving

I was talking to a person at one of our local cellular providers stores today, and they said that the ban on cellphone use while driving is already in effect, and that rcmp (mainly) are enforcing it (giving tickets). I was under the impression it was not going to be enforced until the awareness campain had be launched (spring). Wondering if anyone could clarify if/not it is already in effect.
