Unlocking an iPhone

I don't know what that is. What does unlocking an iPhone mean? Is it legal? Is there actually someone who knows how to do it?
I know a bit about computers but never heard of unlocking a cell phone. Would someone please fill me in? If you don't want to post on the discussion, pm me. Thanks everyone!
