Deaf guy who asks for money in Brandon

On Sunday in the Home Depot parking lot, I was approached by a guy who gave me a card that told me he was deaf and trying to earn a decent living. The card asks you to buy the card from him. On the back it had the alphabet hand signals.
This guy was around 6 feet tall, not the nicest cloths but not looking too shabby, seemed fairly quick witted and did not make a sound or respond to verbal communication.
Does anyone here know him, is he really deaf? Seemed like an easy scam for someone who with moderate intelligence.
