Where in Brandon would be a good place to buy tall women’s clothing, especially pants. Buying for someone 6’4”, looking for 33x38 pants. Wanting jeans, leggings, slacks, anything.

Looking for extra large sized women’s shoes probably a 13 or 14

You could try Pennington's. Other then that I'm not sure if there is anywhere else for clothing.  
 
For shoes you could try Payless. As well as Pennington's.

give Giant Tiger a try, good selection.  
 
Mark's Work Warehouse is another good place, with longer leg length.

Online at long tall sally .. rickis sometimes for dress pants.. but prob wont have 38 inseam

You will need to order online....A 38 inseam is not available here in Brandon for women and I would say that probably very rare to find in any store in Canada. 36 inseam jeans can be found online at Old Navy and Rickis. Your best bet is Long Tall Sally - there are a variety of pants with 38 inseam and shoes up to size 15. Payless Shoes in Minot also sells women’s size 14.  
 
Luckily ankle length pants are in fashion and there’s always crop pants/leggings. Boots can hide a short pant leg!

I just bought me a pair of size 13 shoes at Payless today. Not a huge selection, but some. Some 13W in stock even.  
 
But I agree - you're probably going to have to order online for that long of an inseam. I'm a 33-34" inseam and I have a hard time find that even (although it's gotten easier over the years as people are getting taller, LOL).

I buy my jeans at warehouse one. I'm tall, but very slim and often have trouble finding jeans and pants.
