According to Wikipedia, they were developed as a boat shoe. Which makes sense. The ones with holes in them are sometimes annoying for anything but light-duty yard work because the dirt gets into the holes and makes your feet dirty.
What they are good for, however, like you state, is to get wet which is probably why they're popular with gardeners. We wear them a lot for "wet" activities.
I personally find them very comfortable (I usually just buy the knock-off versions) and the kids and I live in them all summer. It's great for a shoe you can just kick on and off, and more sturdy than something like a flip flop. My husband hates them, however. To each their own.
