Baby Walkers

My wife and I just moved to Canada from Scotland and discovered that baby walkers are outlawed here. Why? My two grew up using baby walkers and are fine. As long as you put up stair gates and fire guards baby walkers, especially the newer ones, do not tip over and because the base is wider than the tray it actually means that children cant get close enough to lower cupboards to open them. Any thoughts?
