Now that Sobeys Cash & Carry is closed where are people buying boxed chocolate bars, and bulk chips for example buying for a school canteen ect...

You will have to go in to Winnipeg now.  
 
Costco, or the Cash and Carry there.  
 
One other option would be to contact one of the fundraising companies.

I think Old Dutch has a warehouse in Brandon and has drivers with regular routes both in the city and throughout the Westman area - I would call them to see if they would be an option for buying potato chips for resale. For chocolate bars, try contacting places that have lots of vending machines (ACC and BU come to mind). A few years ago there was a local company that filled and maintained these machines - if you can find out if that company still exists, perhaps you could partner with them in getting boxed chocolate bars. Otherwise, I think Winnipeg will be your only option.

You could try talking to a manager at Sobeys or another grocer. They may be willing to add your needs to their order and give you a bulk price rather than the individual price. I used to buy bulk candy through a grocer that way when I had some vending machines. Good luck

They always have boxes. And its cheaper than Costco! .77 a bar or a pack of gum. I bought a 12 pack of Excel gum at Costco and it was $13.99. Ran out, went to Dollarama and got the same box for 9.25! Bars are the same. I bought someone an entire box of Peanut Butter OHenry's for .77 each. Cheaper than Costco too!
