I bet it was the other way around. Further to that, Manitoba isn't exact a huge market, I would venture to think maybe Walmart threatened to up the ante.

Probably not much. Most people that I know who shop there seem to have several credit cards, or would just use debit or cash.

We didn't shop at Walmart except for twice since they stopped taking Visa. We have other cards but it is in our best advantage to use Visa. Maybe there was a loss of revenue by Walmart.

How do you know it wasn't Visa who caved?

Expert in the CBC article says he thinks it was Visa that caved. He goes on to say that Visa would also have to be answering to the banking institutions they work with who carry their cards so there was probably pressure on them from their carriers as well.  
Bottom line. If Walmart has a deal on that new flat screen TV you want, or a video game system or whatever, people found a way to pay, with or without Visa.

Manitoba Walmart had only not accepted Visa since the tail end of October but you still shopped there twice. That was kind of the point Walmart was making.
