What we could say is:
- All the stuff on the windows could imply privacy or secrecy
- the sign out front is still advertising it as available
- the property isn't listed on Shindicos website when you do a search on Brandon
Lots of opportunity to pick what you'd like out of that and read into it in one direction or another, my guess is that unless Shindico is slow to update their sign maybe its as simple as wanting to make sure its as clean as it can be for showing to prospective tenants?
It would be a bold move by Loblaw to drop a No Frills in that space but the one thing on the sign I noticed is that it says that its for "sublease." I'm no real estate lawyer, but that makes me wonder how clean the break was for Sobeys from the old property to the new one. Is it possible that Sobeys would have to sign off on No Frills or Save On opening up so close to their new location.... and if so I'd tend to think "not bloody likely"
Re Save On, the most recent I've seen on them is this piece done by the Sun over the summer where their calls for inquiry weren't getting returned. Maybe its just me wanting something to read into, but if I was considering opening up a new store in the short term and I had interest from the local daily paper I'd at least be returning the call and telling them "nothing that I can tell you on the record at this time" or something even more non committal.

Other thing to consider is the Costco South End rumour, which has never fully been refuted (yes, I just went there and before you think of it I'm already ducking from the onslaught of vegetables being thrown my way
). If there is something to it as even a possibility, how badly will another grocery store want to setup so close?
Not sure if this is the exact location for them but I still wouldn't be at all surprised if we see an Old Navy some time soon. Its at the point where when you see they're in places like Prince George and Grand Prairie they're almost conspicuous by their absence here. Same for Jysk, who are also in Prince George and Grand Prairie along with Prince Albert.... but this is kind of a funny time for retail expansion with the Amazon factor hanging over some industries more than others.
