Manitoba Maintenence Enforcement

Does anyone else deal with this system? I am a woman and I think it is an idiotic system? My spouse and I have two children together and he has three others from a previous marriage. He was recently laid off from his job and threrefore is now having a tough time dealing with this system after his ex-wife thought it was necessary to "enroll" him last spring. I'm not sure why either as I was sending her money every two weeks on his behalf. Is this always going to be a battle?
