my front door has a gap mid way down around the lock side. Who would come and re-adjust this door? Thank you

With the really cold temperatures sometimes you can have an ice build up around doors, the question is have you checked along the door jam by the lockset for ice build up?  
If you sealing gasket or weatherstrip is not in good condition around the lockset the ice can cause problems, and it becomes a situation of just carefully removing the ice.

That is not quite how it works. Something has shifted. Or, what Don Brown said.  
 
Do you have compression, spring loaded weather stripping?  
 
If the frame has shifted, well, I had to buy new interior doors and cut them, at angles, on three sides, to make them fit properly.

Sound to me like you need to remover the casing from the inside and shim the door out more

I can come take a look at it and see what all needs to be done. By the sounds of it, it sounds like minor problem and a quick fix.

If I were you I would wait until spring or warmer weather to do anything. Since the cold snap I haven't been able to keep my door closed. It swings itself open and so needs to be locked all the time. It's even hard to lock and unlock.

Seems to be a problem particularly in older houses where things tend to shift in cold weather.

House has shifted with the weather. Super easy fix. I do mine with major weather changes. Takes about 10 minutes.  
 
You will need:  
Corrugated cardboard (like a sturdy box)  
A pen  
Scissors  
Screwdriver (that coincides with screws in door hinges)  
2" screws (if door hinge screws are shorter than 2")  
 
Unscrew the hinge atteatched to door frame. Top hinge if gap is at top. Bottom hinge if gap is at bottom.  
Take some thick cardboard (like a corrugated cardboard box) and cut a few pieces that will fit into the hinge spot of the doorframe. You can trace the hinge shape for a better fit by placing a piece of cardboard against hinge.  
Cut out cardboard to make a shim. If you needed several pieces, then you may want to trace hinge holes and pierce with screw to make it easier to screw hinge back to doorframe  
Wedge shim between hinge and doorframe. Replace screws.  
 
Keep in mind you may need longer screws if your are too short. You may also need to put a shim (cardboard) behing the middle hinge if you had to add more than two pieces of cardboard to the other hinge. My experience is that it take 2-3 pieces or cardboard to fix most gaps. That also means you will need 1-2 shims behind the middle hinge.  
You may also have to remove the cardboard shim in the spring when you house shifts back.
