I used to live in MB housing. You cannot screw anything into the windows. $75 isn't taking advantage of anyone. This person needs to have a tape measure, take the time to go from lumber yard to lumber yard finding a place to cut what they hope is a scrap piece of plywood. Most likely there will still be a charge. Then you need to hope it was measured and cut correctly. The installer then comes and sure you have done all the work an now want a discount. At that point why not install yourself? You will only need probably a cordless drill to screw the plywood to the air conditioner frame. Plus some screws. Might even need to purchase some weather stripping. So all this extra time and small parts add up.
