I'm redoing one room and need help choosing a paint color for accent wall and surrounding walls that matches the floor. Is there anywhere that has a designer on site to help with this, or is there anyone available to hire for something as small as this?

Andrea at Janzen's on Park Ave was my go to for paint consulting. She is no longer there but the other staff always seemed wonderful and quite knowledgeable as well.

This lady does a great job. Will come to your home and work with you to pick the right colour.  
 
I initially went to staff at 3 of the bigger paint shops. They were way off on their colour choices for me.

Remember, for the staff in the paint stores, they are basing the suggestions on how the colors look in the store. Lighting has a huge effect on color. What looks great in one lighting can look horrible in another. So having someone at your home will always be superior. Which of course you have to pay for.

Lighting is critical. But what I’m talking about is most staff at paint stores are not trained to give advice on colour. I once asked about the different undertones between a couple of colours and the lady looked at me like I was crazy. Undertone is critical to picking the right colour along with the lighting in the room. Any interior designer will take that into consideration. It is a hit and miss with the staff at paint shops.

Keep in mind that training for that is not easy. That is often something you either have, or you do not. With years of experience, you can pick it up. To the level of a designer, probably not. Used to run a paint store, and to get someone who could do both the physical, sales, color matching AND consulting is difficult at what paint stores pay (over minimum for sure). Designers specialize, and get paid more. Definite case of getting what you pay for.
