Who is recommended to service a condo ac. It is central air style with unit on balcony.

Is who I would recommend. Brian is great! We've had lots of work including air conditioning repairs done by him. We enjoy his prompt service...

Yes plumbers are certified to work on air conditioners.

Plumbing AND Heating (HVAC).  
 
Where the heck do you get the impression that plumbers can't do your air conditioning? HVAC is heating, ventilation, air conditioning.

Plumbers recieve zero technical training in school to work on air conditioning. Just because they get a MOPIA liscence doesn't mean they're qualified to install, troubleshoot and repair AC.  
 
Peopke who work at a salvage yard can get a MOPIA liscence. All it means is you're certified in the safe storage and handling of refrigerant.  
 
Refrigeration and air conditioning is a compulsory trade meaning it's a red seal trade that you have to be signed on as an apprentice or a red seal journey person to work on and refrigeration/air-conditioning equipment.  
 
It's not enforced as much as it should be but the fact is plumber might have an idea of how to install AC and possibly even repair AC but all of that knowledge has come from on job training non of it was taught in school.  
 
Also plumbing isn't even a compulsory trade. Anyone can slap Joe's plumbing on the side of a truck and call themselves a plumber.  
 
This has been discussed so many times. If you need your AC fixed call a refrigeration/HVAC technician.  
 
Grand Valley or total fix are the two I would recommend.

You may want to rethink your comment about plumbing not being a compulsory trade. 9000hrs as an apprentice and 4yrs of school to aquire journeyman status. Been there done that.

Plumbing is (now) a red seal trade but it's not a compulsory trade. You don't have to be a red seal plumber or an apprentice to work as a plumber (same as carpentry)  
Like I said in my previous post. I could buy a van and register myself a business name and call myself a plumber and it's perfectly legal.  
 
HVAC/R is a compulsory trade. By compulsory it means you have to be a registered apprentice or a Journey person to work in that trade or call yourself a HVAC/R technician.

A/c is 90% electrical. Probably better off with an electrician.

you cannot just say your a plumber slap your name on a vehicle and call your self a plumbing and heating contractor. when I started my company I needed to prove to all levels federal(gst. business registration) provincial(RST) and municipal(business license) that i was a journeyman plumber/gas fitter and we are taught a little bit on a/c stuff mainly the hvac part of our job is gas fitting for furnaces etc. we are allowed to work on and install air conditioners with a mopia number but only residential and up to i do believe 3tonne units so make sure you have your facts before you pound your chest  
 
Plumber now is a dual ticketed trade its 5yrs and 9000 hours and plumbing is classified as a compulsory trade in most of Canada its a voluntary distinction all that is needed is the industry to ask for it now with that being said a gasfitter is a compulsory trade and in Manitoba you in order to become a plumber you need your gas fitting.

I'm going to stay away from this person and all of the recommendations that are puked out of that sewer hole!

No it is not a requirement of the plumbing trade to be a gas fitter.  
 
Plumbing is no longer a 5 year trade (it's 4 years with an OPTIONAL 5th year to do B fitter gas if you want to do it. The legislation on that just changed in March)  
 
Hopefully everyone is finding a , good, qualified person to look at their AC during this unseasonal heat we are experiencing right now.

FYI buddy , noone with a MOPIA # can work on Residential/ Commercial A/c or refrigeration systems in Manitoba without a Red Seal in this Trade . Compulsory Trade ,know what that means ? look it up before preaching !! Doubt me ? Call WHS and Apprenticeship MB to fact check

i asked a friend of mine and he said grand valley, and total fix are the best because they have the most tech, then first call but they only have one guy and he can only do residential systems
