Hello. I did see that somebody was insulating shed.  
I really don't know why he was insulating shed so I could not understand his acting.  
Do you know what is benefits of insulated shed?

Maybe they are using it as a She-Shed or office.

Likely they store their electric start snowblower inside. If my snowblower sits in minus 40 weather for two weeks straight in my uninsulated shed it does not start so easily.  
 
Also, why are you concerned what other people are doing? Some would consider you nosey.

There's a couple benefits, insulating a shed would help regulate the temperature when its hot or cold outside, in the summer it will be cooler, in the winter it will be warmer.  
 
Maybe they plan to work in the shed, maybe they just want their items in a warmer environment, another benefit might be to reduce condensation so tools don't rust as bad, or maybe they had some insulation to use up instead of throwing it away.  
 
Regardless, an insulated shed beats an un-insulated shed any day
