Painting interior of an old house

My girlfriend and I are painting over old oil paint and we're wondering how we go about doing so.
We have been told to use a 100% acrylic primer and then we could use whatever paint we want. Is this true?
Also, we were wondering where the best place to get the paint (the cheapest). So far it is looking like Wal-Mart...
