Usually a combination of factors

As other posters have said, it sounds as if the humidity in your house is high. It's a matter of preference but we tend to set humidistats at about 55% for winter months.
As Marvy suggested, another factor to address is air flow throughout the house. Do you have a forced air furnace, or baseboard heat. With a forced air furnace, you can switch the fan from "auto" to "run" to move air constantly and this will help lower the moisture, especially during these cold spells. Also, it is important to open window coverings during the day so warm air can get at the windows to dry up any condensation.
Another consideration is the actual temp you keep your house at. Remember that warmer air holds more moisture so if that saturated air is contacting low R-value windows, you are definitely going to have a moisture problem. Again, the temp is a matter of preference but it effects more than just your comfort.
Just one man''s opinion, but hope it helps you out.
