Frozen drain

Has anyone else ever had problems in town with your main drain freezing and backing up in the cold like this? Usually happens to me every winter

Contact MB hydro tell them the problem and tell them your going to keep a tap running all winter. That's usually their suggestions this way they take a reading and you won't get charged as much hopefully. They may also have other suggestions

Heat tape

Can always get heat tape and wrap the pipe so it doesn't freeze! Can get them at Canadian tire or home depot!

Drain Pipe

Is this out to the street ?
You can get a heat tape that will go inside the pipe.
Talk to a plumber or go to plumbing supply place (ie) Wolseley or B.A. Robinson.

Ya it's from my house to the street I get 5 min of water before it starts backing up. Dumped bowling water down and 3 jugs of draino still happening

Hydro has nothing to do with water. You must mean the city of Brandon, not Manitoba Hydro.

Goes to places where water lines tend to freeze and make that suggestion The_Young_Man. They are the ones who read the meters etc. It was a suggestion but the other ideas are also really good.
