inexpensive birthday party ideas?

I am trying to plan a birthday party for my soon to be 3 year old son. trouble is, we have kids ranging from 10 years to 10 months attending, about 13 of them! Does anyone have any good birthday ideas, preferably out of the house so I don't have the mess and chaos, and as inexpensive as possible? Am I asking too much?? Haha...any ideas would be very helpful! Thanks
