Tummy time

My son is 13 weeks old and I've been trying to do tummy time with him as often as I can, especially on his rainforest playmat, but he does not enjoy it at all!
Sometimes he raises himself up on his chest but other times he'll just lay there and turn his head from side to side and start to cry a bit.
I know he is supposed to have tummy time in order to build up and strengthen muscles, but I don't want to force something on him he clearly doesn't like.
Any thoughts?
